Upload your image in a third party image hosting service, such as imageshack. Then create a new thread in Anime Picture Dump and post the link from imageshack.

Lol. Um... well, the basic vectors are done with pen tool in Illustrator, and then the shading I did in Photoshop... like I said in the description, it's mostly polygonal lasso + gradient tool, with a bit of brush work here and there.
